On the frontline of Obama's tax war: Survey reveals the wealthiest towns where America's millionaires live

Barack Obama claims his plan to impose tax hikes on the middle classes and the wealthy is not 'class warfare,' but are the towns on the frontline of the President's tax war.

The towns will be hit the hardest by Obama's plans to target individuals earning more than $200,000 a year for tax rises and the so-called 'Buffett Tax' on those making $1million or more in income.

The analysis of IRS statistics indicates 64 communities nationwide where residents would undoubtedly suffer under the President's plans.

They include an isolated island on the tip of sunny southern Florida that has been named the most densely populated community of millionaires in the U.S. According to Forbes magazine, the average millionaire household on Fisher Island, where both Mel Gibson and Oprah Winfrey have had homes, boasts an annual income of $3.23million, and a staggering net worth of $57million.

The study, compiled by investment strategies and tax writer William Baldwin, focused on communities where the average income is at least $1 million, and on U.S. taxpayers who had at least that amount in investible income in 2008.

Mr Baldwin analysed an IRS database of income tax statistics, which sorts tax returns by income range and by zip code, for the study.

He included only zip codes 'where there were at least 100 tax returns displaying $200,000 or more of income'.

These are the towns that the President has in his sights in his plan to generate $1.5trillion in new tax revenue, including $800billion over 10 years from couples making more than $250,000.

Combining adjoining zip codes in places including Manhattan’s Upper East Side, Greenwich, Connecticut and Naples, Florida, the results are set of 130,400 tax returns 'from 64 hot spots of prosperity - suburbs, islands, parts of cities', Mr Baldwin writes.

Fisher Island, accessible only by boat, came out on top with the impressive haul for its residents. Purchase, New York trailed at $2.2million, followed by New Vernon and Alpine, New Jersey - tied at three at $2.1million.

The coastal town of Atherton, California followed at four with $1.9million in average annual income for 2008.

According to Forbes, The federal tax take from this group is $41billion - or a fourth of their $164billion in income.

The figures were released on the heels of President Barack Obama's proposal for a tax named after billionaire business magnate Warren Buffett - reviving Mr Buffett's view he and his 'mega-rich friends' could pay more tax.

Under the proposal, individuals earning more than $200,000 a year and families earning more than $250,000 - around one in 50 households - are likely to be left worse off by the proposed changes to the U.S. tax system.

But Republicans have branded the proposals to reduce the national tax deficit 'class warfare'.

'Class warfare isn't leadership,' House Speaker John Boehner said while GOP presidential contender Michelle Bachhmann was more strident.

'The President is compromising the future of our children with his plan to continue spending and increase taxes,' she fumed.

The plan would put a cap on itemised tax deductions and some exemptions at 28 per cent for Americans within those brackets - down from the current level of 35 per cent - from January 2013.
